Wow. While honestly a steampunk game will always appear to me, I really think they should have focused more on a historical game. Simply because of the fact that Rise of Nations itself was so buggy, it deserved a "proper" attempt.

never got to play the full version, but i played the fuck out of the demo of RoN. very much looking forward to RoL. the game looks absolutly gorgeous, and the mechanics they're adding in should be awsome. i dont think the entire game will be steampunk, just one or two of the nations.

The setting is steam punk.

The first game wasn't buggy at all for me, and I enjoyed playing it a lot. A simple turn from the standard C&C/AoE/Warcraft RTS clone. It combined Age of Empires with Civilization, which gave it a lil turn-based feel to it. Combat still got a bit annoying towards the end, with the mouse always going over the, "launch nuke," button. Still was a great RTS.

Rise Of Legends is giving the appearance of being great. I was saddened at first that they went against the original historical base of the original, but the idea that they are trying something different is far from disheartening. From what they've said, I can only guess that instead of there being 7+ factions, with around 4 archtypes (Military, Economic, Knowledge, Science), they're just making 4 factions, each representing one of those. If they add any bit of the expansion packs ideas, such as government structure, then this will certainly be a good RTS to pick up.

Now if only I had a pc that could run it...
