This Christmas, I got a used copy of Blast Corps from Gamestop ($5) for the destruction and mayhem you can wreak. I also wanted to pick up a copy of Burnout 2 ($20 where I am) because I had rented the original and it was good for some flashy cheap thrills (I haven't gotten it yet though). I played a demo for Dynasty Warriors 4 and I was just mowing down enemies in the first level with a pike-toting guy. Now THAT was action, but I might not get it (yet) because of the price.
What other games have you played that fall in the "Cheap, Thrills, and Cheap Thrills" category?

It was an oldy but a goody (Did I just say that?).
Anyway, Dynasty Warriors 4 is a good one, I just wish the make your own general mode was better. I can't think of any others right this second, but I'm sure a title will come to me eventually. For cheap, if you see a copy of R.A.D for the PS2, buy it right now, it is insanely rare and cheap (About a month after it's release, I got a new one for $30, and that was a year ago). The camera is wierd because you pilot a massive ten story robot from the perspective of a person that runs around on the ground or flies onto buildings, but the first time you punch an enemy and level a city block, you won't care about a wierd camera or horrible, horrible voice translation.

Beyond Good and Evil can now be had quite cheap, to the tune of $20 brand new. Apparently, just about everyone over-purchased so now retailers across the board are cutting prices to clear it out of their inventory. I picked up a copy earlier this week, though I have yet to play it.
