Aberrant is a white wolf game.
Its set in the Trinity and Adventure! universe if you have heard of either of those.
Basic rundown:
In 1998 the space station Galatea suddenly blows up in earths orbit sending radioactive isotopes to flood the earth. Since that point people began to develope a special gland (called an M-R node) in their brains that lets them control the quantum forces in the universe (strong, weak, gravity, and electromagnetic for the non-physics buffs). This, in effect, gives them super powers.
The world governments scrambled to take care of hte problem of having superhumans (called novas) around and Project Utopia was founded to "use novas for the betterment of all"
Long story short, its a decade later, theres about 6000 novas on the planet, new ones "erupt" every so often. (But as a mysterious point, as far as anyone knows no novas have had offspring yet)
Project Utopia (and its task force of superhero good guys Team 2 Morrow) have accomplished many goals; pollution is gone, ethiopia has been terraformed into a paradise, humanitarian aid flows more quickly, etc.
There is another movement however, the Teragen, who believe novas are by nature better than humans and should not be held accountable to the same laws as mere "monkeys".
It gets more complicated, you can look at whitewolf's site for more info.
Basically think of it kinda like X-men but with more freelancers running around and some more interesting political and philosophical ideas.
And in the end, its fun to make a character that can fly, lift a tank, and shoot lasers from his eyes, all while having an IQ > 100000.

Boy, there's a game system I wish I'd never bought. How nice of White Wolf to release a handful of books for it, then promptly shut it down within a year.
