Error with forum time

whatever time I set it for it is one hour off. For example it was set for GMT -5, but it came up as GMT -4. So to check I changed it to GMT -6, and now it says GMT -5

Well, besides either the forum clock being three minutes early, or my pc's clock 3 minutes late, this problem does not occur to me.

It's still GMT+1 and between 16:15 and 16:30 for me.
