The economic downturn has yielded little for people, but at least those who've lost their homes can take shelter through the cold and wet winter season:

The decision that camping be banned during daylight hours is probably there for good cause, though I can't imagine it being strictly enforced. Living near the Victoria area, I know there's a few places one can set up shop while not exactly in the public eye.
Though a brief search reveals that there's a few restrictions per park, and the parks of surrounding cities. Though in Vancouver, some hotels are bringing in the homeless. ( http://www.cbc.ca/canada/british-columbia/story/2008/08/15/bc-homeless-hotels.html ) With the Vancouver olympics not too far off, what's going to happen?
Vancouver, and the surrounding area, will be booked solid, hotel-wise. Will tourists start camping?
