There is also Captain Britain, albeit also created by Marvel, so it's not entirely British. BUT famously written by Alan Moore for much of its run.

Captain America is just taking the credit for the work of Captain Russia because of cold-war addled comic book writers.

2 years late as usual.
Cold war can be considered to have started in the 20s- some people use the term from this time, there are no complete dates. It's not like there was a massive commie love in before world war 2 anyway.
Edit: Like if you drew a comic about Captain Russia beating up Nazis and extolling stalinism in 1941 I'm fairly sure your editoris going to have a massive hissy fit and get you to change it.

In at least one iteration of his backstory (in a comic, obviously),.the Canadian government was planning to put Wolverine in a red and white maple leaf costume and name him Captain Canada. Heather Hudson (I think...) managed to convince them otherwise.

So, yeah.
