Need Help Creating A Website

So I'm trying to create a website for my student organization at my university and its purpose is mainly going to be for viewing photo albums from past events and giving a little bit of information about the organization. I'm trying to make it so that once all the code has written, albums can be added/embedded to the website through some kind of outside interface so that future webmasters in my organization don't have to touch any code to add photos to the website.

I was thinking of implementing this through a CMS like Joomla or from scratch if need be. Anyone know if something like this is possible?

I cannot at the moment point to specific modules, but I am confident Joomla or Drupal or similar will allow for the creation of a site that lets members/maintainers post blogs and updates and host image galleries and albums.

I would recommend, if you can, poking around with the install of one somewhere and testing it to see if it works the way you want it to.
