Do you mean like anime wallpapers, as Splinter linked to, or the backgrounds you may or may not see in some anime?

I should've been more specific. Something more in the areas of a cel background.

Those are much harder to come by.

In fact, as you imply, browsing cel galleries may be your best bet.
