I propose a question to the forum. Why in the name of all that is holy would someone save or even make documents that incriminate them in anyway what so ever? I can give at least 3 cases where this has been a problem.

1) The tobacco industry. I mean what possed them to write up memos that exposed them as money grubing bastards and then hand them out to just about every employee. It's not that hard to figure out that someone in your company is going to have morals, or feel slighted, and turn states evidence. It's not like the personal department went out of their way to hire souless husks of flesh. Even then I still wouldn't put it past one of them to rat me out for money or for spite. Worse yet they save a copy in the company records filed away were no one can get to it in time to destroy it when the government comes to investigate.

2) The government is almost as bad. They at least understand the value of keeping secret documents down to as small a number of people as they can. However, they still store a copy of, as far as I can tell, every document they print. Not only that they document, in many duplicates, pretty much every action that anyone takes. If it wasn't for the immense amount of money and man power they expend protecting the giant piles of paper, that will be lucky to ever see the light of day again, safe everyone would know there buisness. Is it really that hard just to shread and burn a document after you're done with it and save a few million dollars a year at least.

3) Then there is that rare criminal that feels the need to record everything in exacting detail, and of course do it in his/her own handwriting. Having a plan is good but for god's sake destroy them after you're done commiting the crime. If you aboslutely must keep a journal due it in a way that only you will derive meaning from. Don't spell everything out point by point like a roadmap pointing right back at you're door. Getting the materials and committing the crime will leave enough clues don't compound it by confessing to yourself.

Since most of the time this occurs only within groups of people I have derived a relationship. It's quite like adding resistances in a parallel circut. The formula goes something like this:

The collective IQ of a group of people is equal to the sum of the inverse of the IQs of every person in the group or IQcollective=(1/(IQ1)+1/(IQ2)+...+1/(IQn-1)+1/(IQn)) were n equals the number of people in the group. Thus it can be seen even if we elected only genius level people to public office the functional IQ of the government, or any large body will be far less than most animals. Need futher proof just take a gander at NASA. Now it's your turn. Does anyone else have a better crackpot theory to explain this?
