Alright here it is. I warn you the bio is a tad long, but the whole thing evolved as it went. I honestly didn't even have a devil arm in mind until I got to the point where I had to fill that out. Anywho here it is:

Appearance:
Lazarus stands a little over six feet tall with a well toned and trained physique. He has messy, dark brown hair that's short enough to just stay out of his eyes. While hunting demons he wears tan colored, steel-plated work boots, brown cargo pants, a longsleeved kevlar weave shirt with a zipper running down the front, and a brown trenchcoat that's lined with chainmail (in between the layers of fabric so that it can't be seen). While not hunting demons he wears all of the above minus the trenchcoat, which is normally slung over his shoulder. He also carries his devil arm, a longsword named Wrath, across his back in a custom made sheath.

Bio/Background/Whatever:
Lazarus was born into a very large and very secretive cult dedicated to the great demon Sparda. This cult was known simply as the Legion, and legends passed down through the generations tell tales that the founding members fought alongside Sparda against the demons of hell. Once Sparda left the mortal world the Legion continued on with the goal of eradicating any hellspawn that found their way back.

Well that was then, and this is now, and now the Legion is nothing more than a very brave organisation of Devil Hunters, which Lazarus had the fortune of being born into thanks to both his mother and father being members. In other words, ever since he was a child he was being trained on how to combat demons, and how to work together with others to avoid a gruesome death. It didn't take long for his instructors to recognize his determination during the training exercises, and they concluded that he would be a very brave and courageous fighter. Lazarus had a different word entirely for it; it was fun. There was nothing that he enjoyed more than vaulting over a dummy and stabbing it in the back, or dodging blunt arrows during his agility training. The adrenaline rush, the thrill, the excitement. That's what pushed him forward to become the best at what the Legion did.

And so the years passed and Lazarus's training came to an end on his 19th birthday. At his "graduation" he was given his own sword and gun, as well as the standard Legion gear which consisted of chainmail to be worn under one's clothes and heavier duty armor for the more vital spots. Unfortunately his graduation was cut short by reports that a demon was having a murderfest at the local mall. The Legion dispatched a six man team, of which Lazarus was a part of. They arrived at the mall to find the various stores coated with blood, but no corpses in sight. It didn't take long to find the demon responsible, but the group was in for a suprise when the demon tossed a mangled corpse over to another demon, who devoured it instantly.

The Legion hunters didn't bother to hesitate, they knew the stakes. They focused their attacks on the first demon, which seemed to be the more violent one, while the other demon simply ignored the fight and continued eating whatever it could find. The battle was long and bloody, with two of the hunters getting killed and eaten in the process. Fortunately, Lazarus managed to pull of some lucky hits with a bit of disregard for his safety and that of the team. The demon was critically wounded, and Lazarus had a few new cuts along his back and arms. The demon was impressed at its vanquisher's strength and gave itself up in the form of a Devil Arm. As the group refocused and prepared to fight the other demon, it began shouting that they killed it's brother and that they would pay for it. The demon then ran off and disappeared.

While the battle was won, Lazarus was dismissed from the Legion due to putting both himself and his team in extreme danger. His parents were now ashamed of the son that had once made them so proud, and his father disowned him then and there. Lazarus returned what the Legion had given him, abandoned his family's name, and set out with only the clothes on his back and his new Devil Arm, which refused to be wielded by anyone but him. In the eight years following the incident, Lazarus trained with his Devil Arm and earned his keep by hunting low level demons for whoever needed his services.

Element: Magic (Unless you count blood as an element)
Description: Wrath has an appearence similar to a standard longsword with a few minor differences. The blade itself is pitch black with a blood red line running down the middle of the blade on both sides, from tip to cross-guard. The sword's handle is long enough for the sword to be wielded with two hands, and is wrapped with a red cloth in a fashion so that a few slivers of the underlying black handle can be seen.

Skills:

Bleed Out: Wrath's blade contains a special catalyst that causes a target to bleed much more than normal (around twice as much) when cut. Obviously this only works on targets with blood, be it human or demon blood.

Vampirism: The red line on Wrath's blade can absorb blood, which is then used for other techniques.

Blood Slash: Uses a large amount of blood stored within the blade. Sends out a large curved blade that's made partly from blood and partly from energy. Can cut weaker foes in half.

Blood Hike: Uses a small amount of blood stored within the blade. A platform is created under Lazarus's feet in midair, and stays there just long enough for him to jump off it.

Loyalty: Wrath is suprisingly loyal to the one who beat him. In other words, if anyone other than Lazarus tries to pick up Wrath, thin, red spikes jut out of the handle to pierce the new user's hand. The spikes don't cause Bleed Out, but they do have Vampirism.

Random Notes:
-The red line on the blade glows brighter with more blood stored. However its brightest glow only gives off about a foot of light in a pitch black room.
-Vampirism is always in effect, meaning any blood that lands on the line will be absorbed. This also means that if Wrath is stabbed into something that it will continue to drain that thing's blood. While somewhat effective it can also be very dangerous since Wrath must remain in the target's body to absorb their blood, and it takes quite some time to absorb all the blood in a human, let alone a demon.
-Yes blood hike is a ripoff of Air Hike, which every other Devil Arm in DMC has :P.
-Lazarus is not immune to Bleed Out, so if his sword cuts him then he will bleed rapidly as well.
