It's because he is a
ruthless bastard. I mean he hides it pretty good between the jokes and smiles and helping-the-good-guys but when you get right down to it he's a guy who will doom an old friend's son to a horrible fate, kick him down a huge fucking hole, have his assistant tie the kid's arms behind his back, and then give him three days to crawl his way out while also stopping the agonizing transformation into a horrible soul-eating monster. after loosing one of his artificial soul/killing machines on the kid as a goddamn warmup exercise*. While
cracking jokes at his victim's expense. He
let Mayuri out because he recognized his potential - his potential to be the greatest douche in history.

If you think about it, that girl is basically the prototype for Nemu, which means the creepiest fucking thing about the Kurotsuchis was Kisuke's idea.
