Tech Support Need Help Creating A Website

So I've been learning Webpage Design this summer just for the hell of it because I didn't think to get an internship until late after my spring semester of college ended. Anyway, I'm also trying to transfer to another college that has a Management Information Systems major, so I'm thinking of creating a website that will say more about me that can't be put on a plain online CommonApp.

So I just thought of an amazing idea where the website opens up with a Flash stick figure animation (because I suck at drawing and goes with the style I'm trying to do - cartoony kind of like Runman but mostly black and white) that ends with the guy looking at the gates to a campus.

Then, the main page is another cartoon drawing with a bunch of cartoon buildings representing different parts of what I want to convey about myself. I want these buildings to be clickable and then have "javascript-like" in-window pop-up that will have a few paragraphs of text.

So I've learned xHTML and CSS, a tiny bit of Javascript, and looking to switch over to HTML 5, but I haven't learned any Flash yet. I know the opening Flash animation is definitely possible, but are the main page with the clickable in-window pop-ups even possible for me to do? I'm thinking that at this point, the main page is going to have to be all Flash, but is it possible to make what I want with just HTML/CSS/Javascript? Because like I said, I don't know any Flash right now.

Default Waiting to use the site depletes interest and can cause frustration.

Both in terms of personal preference and as a UI professional/researcher, I would advise against any kind of Flash-based animation that was required viewing before being able to use the site and/or navigate to content unless this is meant to be an artistic site of some kind that the animation benefits.

The buildings-with-info-about-you bit can end up being something quite positive, though. And totally possible without Flash.
