Define modders.
(Good) Modders for Morrowind improve the game completely, by adding new items. I assume, where possible, this is also done for other games. I think you mean hackers in FPS games?

Depends what you mean - if it's cheating at an online game and it's not affecting me in any way, why should I care? If it's an aimbot and it's affecting me, I care because it's annoying. If it's somebody cheating at an offline game, well whatever suits them.
If it's one of the lovely guys who make mods of games like Far Cry, Oblivion and Unreal Tournament with new maps, items, quests, etc. then I love them to bits. |

Making it happen.

I'm assuming by modders you're referring to the people who modify games to make new games out of it.
Without them I wouldn't have A Path Beyond, and it shows what creative potential the online community has, so they're excellent in my book.

Why would Modders hack you? They look into a game's code to rearrange it, wether it be to translate it (like Mother 3), to give it new life (Super Metroid: Redesign), or to make an entirely new game (Dragoon Omega X II). Note all three I used ROMhacks here, and while the first is still unfinished, the second two are really good ones.
Really, I think mods are a very good thing, and really expand upon the original games and engines.

Modders are like pirates, only they provide instead of take. I find them to be wonderful people, because it's people like them that cracked several of the creative programs I have that would otherwise be far too expensive to dream about.
They also make Oblivion SO much better. Not to mention Half Life, from what I've seen of Gary's mod. The trick is knowing if the modder is any good at it, but you can usually figure that out by ease of their directions for implementing said mods, so no big deal.

Well you got these guys who rock http://www.battlefield40k.com/ then if I remember right the guys who did Team Fortress modded the Half Life code for it. So the majority of the good outweights the negative I say.
