I had assumed the felt were carapace from Derse or Prosperit that were converted into thugs for Doc Scratch's gang (and thus to serve Lord English). However, I cannot think of anything that specifically says this may be the case, so it's speculation. The fact that they appear green and not black or white, like Snowman who is indeed the Black Queen from the troll's session, makes me wonder if they are indeed from the game session but from another place, like perhaps the alluded Green Moon.

Setting aside the colour issue, their bug eyed, idiosyncratic faces never really said "session-created agent" to me. Green Moon natives would make sense (Scratch not being a native,) but I think any origin theory for them would be speculation at this moment. Hell, maybe they'll never show up again.
