With no given indication, it's common for a character to be assumed as being of the ethnicity/race of either the same as the majority race of where the author lives in or of the area the reader lives in. I.e., you think a given character in anime is caucasian until an actual caucasian shows up.

I'd hardly say it's a western culture thing.
