I think that John is the only person to really reach it as of yet. Probably not for a lack of trying though, since Vriska clearly knew about it.

Maybe it's a Boy Skylark only thingy. Aradia did mention that it'd only be rewarding when one reaches a high level. Since Tavros was always too much of a wimp for Vriska to care, she latched on John and had him climb it.

Or maybe Tavros reached his higher levels without power gaming. I'd wager that Vriska thinks that is the only way to get through a game, so her insult about Tavros just sleeping all the time might be due to that misconception.
