Are we allowed to make our own rp right away, do we have to have been in a specific number of rps made a specific number of posts or have been on the Forums for a specific ammount of times? Thanks!

you do not. You can post in any forum, at anytime, and post anything as long as it isn't agaisnt the rules. Though I'd advice joining some first anyways to get a better feel of the community
