The Fire Nation is called a nation because, prior to it's empirealistic attempts it was simply called a nation, as were all the other nations.
Nation is an innocent, not so evil name, whereas Empire sounds eevviilll.
And subsequently if you want to attain and strive for balance and peace you'll want peaceful innocent terms, not eevviilll ones.

Well, "The Four Nations" kind of rolls a little bit better than "The Three Nations and The Kingdom" or "The Three Nations and The Empire."
