PhpBB help
Ok, on a forum I'm on that's running phpBB, we're trying to figure out how to make it so that certain forums can't count toward post count... is there a way to do it?

Yes.
You will need someone with phpBB admin access. Log into the administration control panel and then select the "Forums" tab. This defaults to a view of the forum sections with links to arrange their order, change their titles, and edit their descriptions and so forth. On the left side, the menu should also list Forum Permissions. Select this. In the Forums Permissions section, select the forum section you want to change. You'll now see four squares -- users who you've already added custom permissions to, groups with permissions set for this forum section, and places to add specific users or new groups. For what you want, you should be able to just select the "Registered Users" group. phpBB uses this by default for every account, unless your board administrators have changed it. Select "Edit Permissions". On the next page, you'll need to click "Advanced Permissions". Then click the "Misc" tab. There's an entry listed for "Increment post counter". I would recommend setting this to "Never" instead of just "No". That way if any member is part of a different group whose permissions supercede the registered users group they will still not be able to get a +1 for posting.

You could ban the IP addresses as they come up, but I don't think that there's a way to distinguish a certain connection as from a proxy server.

Even after I learned, grew up, and came to be on the right side of a lot of important issues, I was still angry, abrasive, and generally increased the amount of hate in the world, in pretty unacceptable ways. Sounds like someone is trying too hard at trolling.
If you preemptively ban IP ranges or hostnames, you could block legitimate users, as well. Unfortunately, someone who is comfortable with proxies can keep coming back fairly consistently. Just ban each email, username, and/or IP as the user returns and don't make a fuss over it (as I am sure that's what he/she wants).
There may be a mod someone has written to add like a list of common proxy IPs to a ban list, but I wouldn't count on it.
