Uhh, Seil...
There is also Captain Britain, albeit also created by Marvel, so it's not entirely British. BUT famously written by Alan Moore for much of its run.

2 years late as usual.
Cold war can be considered to have started in the 20s- some people use the term from this time, there are no complete dates. It's not like there was a massive commie love in before world war 2 anyway. Edit: Like if you drew a comic about Captain Russia beating up Nazis and extolling stalinism in 1941 I'm fairly sure your editoris going to have a massive hissy fit and get you to change it.
