Joker, easily.
Mr. J busts out some zany attack from nowhere before Two-Face's coin even stops flipping. Harvey dies with a smile on both faces.

Believe it or not, the way I see the fight depends on if my favorite DC Villain, Harley Quinn, is with the Joker.
Joker is a genius, and an insane genius, but he's overgrandoise. Let's face it he's most successful when he just uses mundane means. Harley will do her best to compliment her lover's wacky antics but will eventually get in the way and Joker will focus on her. Meanwhile, Harvey Dent will shoot Joker, flip a coin, then shoot Harley. Without Harley to distract him Joker will be able to focus more, and thus has a MUCH better chance of taking out Two-Face. Still, unless Joker decides to simply shoot Harvey Dent, he'll lose.

The Joker likes to play with his prey before finishing them, whereas Harvey Dent/Two-Face simply flips a coin and deals with them.
Let's say that if Harvey does flip the coin that it'll come up whatever it is for shooting the hell out of the Joker. This means that in a fight the Joker loses simply because he takes too long to initiate his evil diabolical plans. Heck, the average fight between the two would probably have Two-Face flipping a coin, Joker laughing and flipping a switch. Switch causes weight to fall, weight hits a pole, pole cracks, pole that was cracked flips something else, Joker is already dead, and then the vat of acid falls on Two-Face. So really I expect stalemate. While the Joker would die first he'd probably have something already going in motion that'll kill off Two-Face, because that's what he does. |

I expect the coin to already be rigged, actually. You know, where Joker's already managed to switch Harvey's coin with one that has Joker's face on both sides and sprays deadly laughing gas.

If we accept such coin riggingness then it's obvious the Joker would win...but would the Joker go to such pre-planned lengths against Two-Face as to rig the coin before Two-Face can even do anything? And at what point would the Joker rig it? Two-Face likes to use guns, which is to say ranged combat and the Joker has never been shown to be an expert at ninja tactics. I will admit, though, that if thE Joker got close enough he could easily rig the coin. Easily. So easily it makes me weep.

Buffy the Vampire Slayer and Wonder Woman. Buffy has her sword, Wonder Woman will use lethal force.

Wonder Woman will defeat Buffy. Buffy is all talent and heart, but neglects her training and doesn't have the discipline. Wonder Woman has the combat skills and will to win, as well as the discipine. Buffy gets killed.
Besides, Wonder Woman has one weakness, only one way to defeat her, and that's being bound by a man. Even if Buffy died and another slayer took her place (or, if you go by the end of the series, the entire Slayer Army goes for Wonder Woman), all Slayers are women, so even IF there was one skilled with a lasso or chainfighting, they would need the Lasso Of Truth to bind Wonder Woman. Now, if it were, Spike, fuck that, Spike wins because he's Spike.

Yeah, I'd say Wonder Woman has Buffy beat easily enough, too. Buffy's a tough kid but much of her survivability comes from her friends. One-on-one confrontations against equal or greater opponents don't usually go well.
Now, if you want an all-out female power house from the Buffyverse to give Wonder Woman a real run for her money, I suggest Illyria.
