You sure? I'm pretty sure cap-tan isn't Josué Pereira. They've both done TF2 stuff, but Josué's stuff is pretty different, what with it being closer to the actual designs than cap-tan's.
I mean, I can't prove this right now, I was just browsing NPF during a delay in a movie, but, yeah, this is definitely the same guy who did the spy picking on engineer comics, though it doesn't cover anywhere near the breadth of his full works.

I pegged it as Periera's by the art style. Admittedly it's a lot fuzzier than his usual stuff, and the textboxes are different, but that's definately how Periera does TF2. I'm not sure how one relates to the other - Jo's got his own DA so it's not like the same guy using different names, but...
And I'm quite certain of the Heavy depiction being his, though I admit I have yet to see how he draws a fem-Spy. *Shrug*
