I think it was mostly in place so people wouldn't upload their (full size) desktop wallpapers in their sigs.

This isn't too bad, unless you're on dial-up, or something.

There was no banning, they just weren't ever allowed due to being like one more huge hunk of webcruft nobody needs to see caked onto every single post someone posts.
