Like the ones in Keychain of Creation, who become villains so that they appear in the story, because otherwise they wouldn't exist. (Has never played Exalted, so has no other metric to judge the actions of Fae in Exalted.

Anyway, yeah, Tarquin is just impossibly smooth. There's knowing the conventions of your genre, and then there's this.
