Windows 7 Background help

Ok, so I'm experiencing a bit of an issue here. I can' change my desktop background unless I right click a picture and press "Use on Desktop". This is very annoying since I really like having my desktop background to shuffle through various pictures but now its either stuck on one picture (through the "use on desktop" route or it goes to an all black (or other solid color of my choosing) background which I really don't want. Any help on this would be greatly appreciated.

Also I have Windows 7 Home Premium if thats of any use to you guys (cause yes, I know Windows 7 Starter does not allow for change in desktop).

So you've no access to the desktop background panel at all? Like right-clicking the desktop, selecting personalize, and selecting background doesn't work? And it's similarly not available in the control panel?

In any case, have you gone looking for any answers yet? You may have a messed up TranscodedWallpaper.jpg or slideshow.ini file.

Sorry for taking so long to reply, but sadly none of those seem to have helped with the problem. I'm currently doing a system restore to see if that helps the problem.
