Pretty sure that was his special ability, ripping apart hollows into useable spirit particles, which would explain why he was on police duty in Hueco Mundo.

Actually that is rather perfectly explained by the fact that at the time Ichigo didn't actually have a true Bankai or a true Zanpakuto. It was still his quincy powers pretending to be Zangetsu and doing everything possible to stop him from going full soul reaper. Though I suspect that if they had managed to steal it at that point whoever stole it probably would have gotten poisoned by it. Also, come to think of it I don't think any of the ex-vizards got their Bankai stolen.

While true it wasn't a full zanpakuto I read it as, it was still the fraction of power he could get ahold of so it was still soul reaper/hollow power. I think the more loose thing is if that was some intelligent fail safe to keep them from accidentally absorbing hollow powers cause they did try to steal Ichigo's bankai.

On a related note, what does this mean about people like Chad whose power is technically hollow.

Urahara's plan also doesn't help if the owner is dead, so Captain Commander's is still theirs.

... If I didn't care so much about seeing everyone's bankai. This would be my breaking point.
