Actually, nowhere in the article it's mentioned they'll be arresting the vigilante.
They will talk to him, however.

Ofcourse, it's kinda implied that the "samurai" will either be arrested or giving a heavy fine and confiscation of his weaponry. But it was never stated, still proving my point. =P
