No, I mean, let's think of shadows.
They're SHADOWS. The absence of light. You can seriously mess around with that if you really want to. Blind people, freeze people, go for the psychological effect, or just use it to make yourself invisible. The water? The human body is 90% water! You couldn't control the person, but you could do some serious internal damage with it.

It's easier to kill with water over shadows. Sure you can scare the shit out of someone as a Shadowmancer, but as an Aquamancer you can stop their blood flow, killing them.

Yah, pretty much.
If we end up on a boat? Anything that attacks us is toast if you're an aquamancer. Hell, even rain can be a royal pain. And you could always use your powers to create water to wreck hell with.

Switched my primary class to Aquamancer, since I can think of many evil things to do with it.
And my secondary class can't be another form of mancer, correct?
