Personally I think the revelation that he's uncomfortable peeing unless he's hurting somebody is the top of the evilness scale. I mean that's not just evil, that's genuinely disturbing.

Richard hasn't come even close to doing abominations on a large scale. Yes, he's done some evil stuff, but most of it is just showy and humourous, none coming close to actually disturbing. I find Sohmer is a little too showy with his style.

For my money, it doesn't get more evil than the liberal use of a spell the sucks love out of the universe and that was aquired through the sacrifice of 9 orphan children which is discussed in the completely off-hand way that Mirai Gen mentioned.

I think they're just written a bit differently. First off, this Richard guy seems to be paired with a guy more like RM than Fighter. That leads to a different dynamic. Sure, he does random acts of cruelty, but he seems to do it more out of offhand psychotic whims or to prove his evilness than actually practicing self-secure evil. BM performs evil as a way of life and out of disproportionate rage.
