3 Rita Repulsa (Even when I was younger and watched the show, I knew she was goofy. And not really in a good way.)

6 Skeletor (I watched Thundercats instead. Mumm-ra would kick his ass! But the movie version was decent from what I remember.)
6 Sagat (Never was really into Street Fighter. But he IS quite tall and can kick quite hard.)
6.5 Randall Flagg (Going by what I read in The Stand. He's and alright generic demon-esque villain.)
7 M.Bison ("You worthless pile of excrement!" He was pretty cool in the animated movie.)
7 Sin from FFX (Pretty good antagonist, but I really had a problem with the "let's get the world to sing to calm him down" thing.)
7 Jessie and, uh, James (Pretty great comic relief villains. One of the last episodes of pokemon I watched was them messing up Ash's chances in the league by making him chase after them. Also, uh, nice pic.)
7.5 Chairface Chippendale (One of the only villains daring enough to mess with the moon. Now that's style.)
7.5 The Joker (So many versions, so little time. I love Mark Hamill's version though. Even if he did become more goofy as the series went on.)
7.5 Doc Ock (Probably my favorite Spider-Man villain after Venom.)
8 Dr. Doom (Don't get me wrong, I think Doom is cool. I just never could figure out what drives him. Then again, I only ever saw him on the old FF cartoons back in the 90's. And a cameo in Spider-Man's cartoon as well.)
8.5 Kefka (Get points for being maniacal. Also, one of the best final dungeons in any game ever.)
9 Princess Azula (Cold, calculating, and totally ruthless Princess of the Fire Nation. In some ways, more than a match for the Avatar.)

However, no love for Aku of Samurai Jack? If he had gone up, I think I might have picked him over Azula.

Gold Saucer, FFVII. Lord knows I had tons of fun playing the snowboard and motorcycle mini-games over and over again. Heck, I even have 'Crazy Motorcycle' as my ringtone.

Disqualified, Hawk - Vice City is the whole setting, it would rank pretty high in that comp though. If you'd said the beach front or Downtown you'd have done well in this one.
Flare, Gir and Satan's Onion - Haven't played any of these sorry.

Narc- Shy Guy's Toybox - Been through too many toybox levels maybe.
Cloud - Gold Saucer - Twas fun and kinda cool.
Moogle - Midgar - Very nice, it was a good cyberpunk slum, could have expanded on the upper levels though.

Bah no one got close though. Where's Maridia? Los Santos? Kamiki Village? Clocktown? Phendrana? The Darkworld? Still Moogle wins for naming my favorite cyberpunk slum.
