Relm is the only one who has a less useful skill, and that's only because hers has a chance of buggering the entire game and corrupting your save files. I'm not sure if that was fixed in the GBA version or not. However, she makes up for this by having, far and away, the best magical attack power. Also, I'm not sure if you could call her skill weak, when it can DESTROY THE UNIVERSE! Edgar is extremely useful for his noiseblaster and his stats. He has one of the highest natural HPs, can equip great armor, can equip spears (along with Mog), and has high stamina and strength. Now because at later points in the game the chainsaw becomes useless (I can do as much with a jump as I can with the chainsaw at level 36... jump will far outclass it later, and Celes with hero ring and gauntlet hits for more than the chainsaw), which leaves you with just his noiseblaster for useful tools--you can turn him into a dragoon without losing anything. And he makes an amazing dragoon. Mog makes a pretty good dragoon too, but you can't have him dragoon and dance at the same time, so I don't suggest that. Edgar also makes a good 'tank' character, as well. Sabin has really good physical attacks, and bum rush stays useful throughout the game--though you do reach a point where giving him an offering and a genji glove is much much better. Still, he's one of the better physical attack types. Strago also has high magical attack power and his blue magic, though lack luster compared to say... ultima, is still a better skill than bushido on the basis that you don't have to give up everyone else's turn twice over in combat to use it. Terra--Morph owns you. Celes--Runic owns you, too. Great in prolonged magical battles where you don't want to reflect ring everyone 'cause being able to use healing spells is nice. She also has high physical AND magical attack power. So does Terra. Celes slightly edges out Terra's physical while Terra slightly edges out Terra's magical. They can both stand toe to toe with say... Cyan, though. Gau has the stray cat rage. Seriously, use this some time and watch the damage numbers when he uses cat scratch. Setzer's slots are actually one of the most useful abilities in the game, once you get good with them. Firstly they are not random. The game slightly edges you toward or away from succeeding with them, but you can pull off 7 Flush, at least, the vast majority of the time. 7 Flush has a higher attack power than aura bolt, and is reducible on groups. This means you do twice as much damage with it against a single opponent. If you actually really dive into game mechanics and get your timing down, you can even pull off the triple seven instant win move more or less whenever you want, but I won't go into that because it's ultra-cheating. Locke's capture is great for keeping your items supplied and for farming certain things that you can't actually find anywhere else. Did I miss anyone? Because seriously, Cyan is a terrible character in combat, relatively speaking, unless you go out of your way to make him good--and if you're going to do that, you can make any of the other characters much better yet. He's not terrible, and in the early game he's actually quite useful, but the drawback of his bushido charging while enemies are still able to move and attack along with the fact that his moves get outpaced in later game makes him pretty useless later on.

That's why it's good to have Mog, Gao, and Umaro on a team with Cyan. You don't need to control Umaro, and once you have Gao raging and Mog dancing, you can spend as much time charging Bushido as you want, in theory.
By the way, you should get Umaro, equip him with a gauntlet and a bone wrist, and name him Hulk. "Hulk strongest one there is!"

I'm just gonna say here that "Bushido solves everything" is a joke that stems from the earlier Bushido in the Bedroom joke. It kind of grew out of control from there and Cyan is therefore in the group not because of anything good about HIM, but more because it was funnier for a little while. In addition, I like his character; the party at this point is more or less made up of the only characters I haven't grown to dislike (Setzer would be in there too but I'm terrible at using Slots).
I usually don't look too far into each character's "natural" stats, or in fact their stats at all, because the only real purpose for that is to edge out a few extra points of damage over another character. The game is easy enough that I don't think it's quite worth it to do that, which leaves character selection to a combination of "Who knows what spells" and "Who do I like more". Since it's easier to grind on an emulator than anywhere else, experience levels and spell knowledge fall a little to the wayside. And finally, I kept putting up "Vote for the party" invitations for a while and nobody said anything, so I just picked who I liked. Now Mac is doing it though (until January, when I'll have an hour or two free to myself to start working on it again) so if you don't like the party, feel free to ask him to change the members around.

I don't actually mind Cyan that much, it's just that it's a common misconception that his bushido/swdtech skill is actually good, and it's not. At all.

It's not like you have to use Fire 2 with Sabin. Everyone can do at least 7000 damage per attack without trying, with their better skills and/or weapons. Throw in Genji Glove and Offering and no single enemy can survive even one attack. 'Tis folly to choose party members for the greatest destructive potential, when you can have a party member who owns a book called "Bushido in the bedroom". xD
Although it is my lifelong dream to craft a party with the highest Speed rating possible. . . I know it's totally overkill, but still.

Except you can 8x attack twice in that same period, doing ridiculous damage and not sucking. Hell, casting ultima twice works better.
Cyan is useful because he can use two Tempest swords to get that special attack often and when that stops being useful he does too. Also female characters are better overall, due to Minerva.
