To play Japanese games on my PC?

I'm trying to get Sora (a shooter game made by a Doujin Group named Orange Juice) to work on my PC (Windows 7) but it won't. Note that it does support Windows 7. It Just came out a year ago.

Do I need a Japanese language pack for my PC? If so then is there any trusted places I could find one. (Norton crapped out on me so I can't search for damn near anything safely right now)
