I would agree that we of modern society reach full intellectual maturity later than prior generations, but to my view this is more to do with the artificially prolonged adolescencse and developmental retardation imposed by social mechanisms of restraint like forced schooling and legally enforced paternal dependence.

It's certainly well-established that among developed nations, physical maturity is being reached earlier than ever.
