^ try right-clicking, properties, setting it in compatibility mode to be compatible with Windows 98 (best option, apparently).

I've put this game down for now, I'm stuck on one of those bastard Megaman disappearing platform parts. Once I get past that though, I just need to beat the Klown Kopter and I'm on my way to The Guy!
