I think when most people say build they are referring to stat and skill sets, not the equipment that accompanies them. Equipment enhances a build, but doesn't really change the overall play style, while stat and skill spreads do. Of course there are some equipments that can compliment builds by decreasing weaknesses like survivability or the ability to spike, but only a few items that really radically alter play style.
Also, you will very nearly always be able to improve a build with some piece of equipment you don't yet have. It's one of the reasons people keep playing games, but almost always stats and skills will have a cap on there potential, it ensures everyone has a level playing field to work from. So while you can always say "Needs more x." its not really going to change the build. Also, yes your build does suck edit: baglis whatever they day im able to tell you two apart is the day hell freezes over., real men don't use upgraded equipment or bother maxing characters. They are too busy getting drunk and making love to women (who may or may not be related to you in a maternal fashion) to do any of that.
