No it doesn't.
The fighting in Smallville always looks overly scripted and ridiculous. And Heroes has shitty special effects too. I mean, good for a TV series, but still shitty compared to what you would expect from a movie. Luckily they tend to stick to powers on Heroes that aren't all that hard to pull off, and what little I've seen still seems pretty good. I do remember, however, some dude shooting fire from his palms and then groaning at how terrible it looked. Animation, whether western, eastern, northern, southern, or Alpha Centurian is far superior for anything 'fantastic' (or 'spectacular'). If it involves people flying around on speeders, swinging from webs, throwing fire from orifices/limbs, or otherwise doing things more complicated than kung fu (and live action series tend to make most kung fu look like shit, too), it's never going to look like anything more than absolute shit in a TV series. Even movies have only been able to pull it off effectively for the last 20-30 years, before that even movie budgets tended to create sucktastic special effects when it came to super powers that were more impressive than super strength and flight.
