Well, Freddy is mainly limited to kids on Elm Street since he just wants revenge on them for their mob justice.
Oh, he did kill the children. But the purifying flames didn't do much to stop that.
Remember, you need help to wake yourself up from Freddy in most of the dreams. Like Seil says, he damn near controls a dream for his own amusement.
