I think Krylo has the right of it. If I feel overwhelmed by horror and despair just reading about this--me, a spoiled and sheltered honky from Washington State--then how much more sickening must it be for people whose lives are at risk if Officer Fucker gets a wild hair up his ass about "urban feral thugs" or whatever the fuck? I find it really hard to blame people who clearly have no socially acceptable means of redress for their grievances resorting to unacceptable means--or just feeling too hunted to be polite.
