...no its not. The rules of sig figs:
#1 Digits from 1-9 are always significant.
#2 Zeros between two other significant digits are always significant
#3 One or more additional zeros to the right of both the decimal place and another significant digit are significant.
#4 Zeros used solely for spacing the decimal point (placeholders) are not significant.
#5 If you're not sure, its not significant

I refer you to #4. In 06, the zero is just a placeholder, so its not significant. If it was, we'd have to put an infinite amount of zero's before every number in science, and that would be rather...well, impossible. And worthless even if it was.

And yeah, these satanic prophecy things are just stupid...They're the reason I learned my full name adds up to 1337 in ASCII though! That's something.
