Well, they had to know there was a lockpicker out there and they also knew that they had a jailer. We all thought October was Mafia, they would want to get rid of him so they can jail anyone they feel like. Its just a good move. Make us waste a lynch on someone they feel is a threat that really was an asset.

Also, hiding the fact that they had a jailer helped to make us think that October's role was useless due to both of the town jailers being dead. In fact, he wasn't useless. If you look back there are several places where we thought to save him for a lynch later on when we had no suspects. We've got one suspect now and can't get to him since we lost our lockpicker.
