Relm is the only one who has a less useful skill, and that's only because hers has a chance of buggering the entire game and corrupting your save files. I'm not sure if that was fixed in the GBA version or not. However, she makes up for this by having, far and away, the best magical attack power. Also, I'm not sure if you could call her skill weak, when it can DESTROY THE UNIVERSE! Edgar is extremely useful for his noiseblaster and his stats. He has one of the highest natural HPs, can equip great armor, can equip spears (along with Mog), and has high stamina and strength. Now because at later points in the game the chainsaw becomes useless (I can do as much with a jump as I can with the chainsaw at level 36... jump will far outclass it later, and Celes with hero ring and gauntlet hits for more than the chainsaw), which leaves you with just his noiseblaster for useful tools--you can turn him into a dragoon without losing anything. And he makes an amazing dragoon. Mog makes a pretty good dragoon too, but you can't have him dragoon and dance at the same time, so I don't suggest that. Edgar also makes a good 'tank' character, as well. Sabin has really good physical attacks, and bum rush stays useful throughout the game--though you do reach a point where giving him an offering and a genji glove is much much better. Still, he's one of the better physical attack types. Strago also has high magical attack power and his blue magic, though lack luster compared to say... ultima, is still a better skill than bushido on the basis that you don't have to give up everyone else's turn twice over in combat to use it. Terra--Morph owns you. Celes--Runic owns you, too. Great in prolonged magical battles where you don't want to reflect ring everyone 'cause being able to use healing spells is nice. She also has high physical AND magical attack power. So does Terra. Celes slightly edges out Terra's physical while Terra slightly edges out Terra's magical. They can both stand toe to toe with say... Cyan, though. Gau has the stray cat rage. Seriously, use this some time and watch the damage numbers when he uses cat scratch. Setzer's slots are actually one of the most useful abilities in the game, once you get good with them. Firstly they are not random. The game slightly edges you toward or away from succeeding with them, but you can pull off 7 Flush, at least, the vast majority of the time. 7 Flush has a higher attack power than aura bolt, and is reducible on groups. This means you do twice as much damage with it against a single opponent. If you actually really dive into game mechanics and get your timing down, you can even pull off the triple seven instant win move more or less whenever you want, but I won't go into that because it's ultra-cheating. Locke's capture is great for keeping your items supplied and for farming certain things that you can't actually find anywhere else. Did I miss anyone? Because seriously, Cyan is a terrible character in combat, relatively speaking, unless you go out of your way to make him good--and if you're going to do that, you can make any of the other characters much better yet. He's not terrible, and in the early game he's actually quite useful, but the drawback of his bushido charging while enemies are still able to move and attack along with the fact that his moves get outpaced in later game makes him pretty useless later on.
