Maybe it only works if you have a place for the pokeballs to warp back to? Prof Oak seems to be Ash and Gary's "drop point" for extra pokemon and I'm going to assume most other trainers and Team Rocket use a similar method as well. Maybe that one guy just didn't have a convenient storage place set up for his balls to transfer to?

it only works if you own a pokedex. if you don't have one then you can carrier as many pokemon as you like.

Then why the hell would you carry a pokedex? It only has information about pokemon that you should already know about them just by looking. All it does is inhibit your options in the field.

its used as a licenses to perticapate in league events. It's also a trainer's ID.

I only ask because I was pretty sure Damian was bragging to his friends in the show about how he only liked strong pokemon that were good in battle. I would assume that someone of his type would be up for Gym Badge collecting and such as you need those things to get into real league events. Also none of the gyms Ash runs across seem to ever ask him for his Pokedex ID.
