And then we'd have opposing parties arguing about pokemon rights instead of just letting them roam free and beating up eachother.

What police? There's only like two of them in the entirety of Kanto. AT BEST. And the ones in Jhoto only have Growlithes. And they're weak enough to get beaten to crud by a passing pre-teen's team. And there's no more than ten of them there, either.

In their defense, Ash was the main character so he's written and often lamb shaded to be ridiculously skilled as a trainer and or has strong ass pokemon.

I was actually talking about the games. If we want to do the show, then there's an Officer Jenny in every town but Palette, and the same for Nurse Joy. Also, the Jennies' Growlithes are actually pretty strong.
