Flavor is flavor; It just adds to the experience of the game and is not meant to affect the actual game in any way other than increasing enjoyment. I think I've been stating similar statements for a while now, since House of Cards. I won't vote someone for flavor that could entirely be coincidental.
Also, I think that "with his new law concerning raised custom duties knived to his head." means that his law about custom duties was attached to his head by means of a knife, not having custom duty knives in his head. Unvote: Loony as the Overwatch has been subdued for now. My patrol is finished. At least, I could say that if there was another Town Guard. =;'_';=

Actually I would say that in the context of that sentence, he means knived as in carving the law/principal of Raised Custom Duties into the lawmaker's head.
