Unfortunately I can say this about a fair few episodes where they started with an interesting premise but it goes off the rails or something pretty contrived gets stuck in.

I'd say even Silence in the Library falls under that. The first half was excellent but for the second... it's not to say the ending was necessarily bad, but it wasn't as good as it could have been. Part of what made the Vashta Nerada so creepy was the fact they were a threat that you couldn't reason with.

I think in the new series Donna was the best companion so far. She actually did stuff and seeing her develop was very interesting.

Eh, I loved Silence in the Library. Any complaints I have with it are instantly compensated by it having Donna and HOLY CRAP the Vashta Nerada are a terrifying thing to contemplate when you're lying in bed and can't sleep.

I think the thing that made that element specially bad, as far as I'm concerned, was the DEVOLUSHION! stuff. I mean, it's a time travel show, for freak's sake. They didn't have to go: "well, we need a random established alien from the series and we need to cheaply explain away why they're just a mindless/unsignificant plot contrivance." Just say it's the past and be done with it.
