I think Nayno is telling the truth because:

1.we know that there were two people who attacked Masked Jedi last night including a not before seen killer
2.if he's lying about being a vig the actual vig with the laser will just kill him at night.
3.if he is an SK we can kill him if we see another laser related death.
4. Nayno ussually random votes at the start of the game so he would have to plan this out far in advance.

I'd also like to ask you guys how effective a townie is with no vote? A one shot popgun wouldn't keep me happy in that exchange, there is far more to Nayno and it stinks like scum.

But he isn't a voteless townie. That's a role with no purpose. He's a townie with the ability to use one kill and is unable to vote. That's a big difference to what you're proposing.

Although one kill still seems kind of strange for a total no-votes sacrifice.
