though what does allow you to bend is kind of odd. There are people that simply cant do it, nor does geography have influence.. It has to do with your own individual spirituality and life-style. The reason you have the four nations isn't because of where they are located or who they are related to, they have certain type of bending because their culture and life-style reflect the type of spiritual affinity.

For example, objectively swamp benders and water tribe have very simular ways of living.

I recall reading somewhere that more of X benders are born in their associated season Fire for Summer, Earth for spring, winter for Water, Autumn for air(might have air and earth crossed, and Considering what we're told about the nomads it prolly doesn't matter anyway)
