Rygar and LoJ are the jailers, I'm fairly certain.

More certain of LoJ than Rygar, though.

Are the jailers town aligned? Also, if LoJ is the jailer, and he is paranoid about Roy doing something, couldn't he / wouldn't he throw him in jail till he was sure Roy had some sort of power?

That is what I would do at least if I was a jailer.
