The Joker brawls plenty, with varying results depending on the facet of his sanity at the time. And what you aren't getting here is that the Joker has nothing at all to do with this. He has gone to the current career of ICP which has devolved into Miracles to the early career of ICP which altogether had a message of a much darker nature.
If he is following to the letter he has a hatchet.

Okay, I kinda see where you're going here. My thought is that he really hasn't so much gone from ICP to the Joker as he has just shifted from different aspect of Juggalo culture. For the most part, they're happy to just sit around in clown makeup drinking shitty cheap soda and listening to terrible music. But then you have the other side of Juggalo behavior where they're smashing Tila Tequila in the face with beer bottles. I mean, ICP's logo is a picture of a crazy dude running around with a hatchet. Savage violence is part of the package.
Gamzee hasn't stopped being an ICP reference. It's just that he is an ICP reference that isn't being played for laughs anymore.

Exactly, which comes back to the subtlety. Subtlety that ICP tends to lack, let it be stories of them being brutally murdered walking down the street by random monsters, killing your neighbors for the ghost girl who said if you did it she would stay with you forever, a maze full of deathtraps(I know it sounds subtle, but believe me it is not) they have a habit of being sudden. Maybe even blunt. But subtle...that is outside their area.
Long story short. There are different kinds of evil clowns, you are thinking of the wrong kind.
