You can solo Garm as a Hunter at level 75 or 80.

DS and kite. Rinse and repeat.

Nathan, what Magni really meant by kiting, was that you should pick a favorite color. Mine's baby blue, personally, but any color works. Cut out a piece of wrapping paper in that color, tie it to a diamond-like cross, and wha-la. DS and fly a kite at the same time. It's the MVPs true weakness...!

sinx is easier for killing garm, in my opinion, because he has that stupid agi up that makes it hard to hit him when you plink him with arrows. SBK always hits, so there ya go. at any rate, marc armor > Stormy/Garm

Erm, I've never remembered having a problem hitting Garm. Ever, really. The 115 dex build as long as I can remember probably helped that.
